How should you read a row that says both?

Ignore the adjective and look for the flag. The catalogue exposes refill and cancel as per-service booleans, so “non-drop” in a row name with refill set to false is a row with no remedy at all. Where both appear, the refill window is the part that means something, and its length is the part worth comparing between panels.

The two words are priced differently, which settles it

A supplier charges nothing extra to call a service non-drop and charges +20% to +250% to attach a refill window to it. The market has already told you which of the two it considers a liability.
