What does a US-dollar catalogue cost in Euro?
Every panel in this index prices per 1,000 in US dollars. A Euro buyer pays that plus a conversion nobody quotes on the price list.
Every panel in this index prices in US dollars, so a local-currency deposit is converted somewhere between your account and your balance — by your bank, by the wallet, or by the panel. Only one of those three quotes a rate before you commit. PayPal, the one provider in this set that publishes its conversion charge, states 4.00% for a goods-and-services payment in a different currency and 3.00% for other conversions; a card issuer’s cross-border charge is set by the issuer and is not published centrally. The practical consequence is that a catalogue rate is a floor, not a price. Nothing about the euro side of this is Spain-specific: the conversion sits at the issuer or the wallet, and the only published figure in this set is PayPal’s.

What published rules apply to paying an SMM panel from Spain?
Only instruments we have read and can link to. Where a rule is widely believed to exist but we could not read the text, this section says nothing rather than summarising a rumour — and this is not legal advice.
The PSD2 position is the same as in Germany: an immediate refund obligation and a EUR 50 liability cap for unauthorised transactions, and an unconditional refund right for direct debits — neither of which covers a payment you authorised for a service that disappointed. What a Spanish buyer actually holds is the card scheme’s dispute rules and the panel’s own terms.
