Which one are you actually looking for?
If the goal is a number on a profile, a panel produces it and an agency will not. If the goal is customers, a panel cannot produce them: the accounts delivering the engagement have no interest in the account they are following, so nothing downstream of the metric moves. The two are not competing products at different prices; they are answers to different questions.
The platforms’ own paid products sit in between and are the only route to reach that is not prohibited. That is a real alternative rather than a rhetorical one, and it is the honest recommendation when the underlying goal is commercial.
