Can you buy the 4,000 watch hours YouTube requires?

Why is the price impossible to compare?
Because watch hours are quoted per 1,000 order quantity rather than per 1,000 hours, and how many real hours that quantity buys depends on the video length the panel requires. One panel makes the mapping explicit, and normalising it changes the ranking of the rows completely.

A naive cheapest-first comparison across those rows is off by up to eight times. It is also the reason a channel buying watch hours often ends up with an eight-hour video nobody would watch, which is itself a review signal.
What happens at Partner Programme review?
A human looks at the channel. Watch time concentrated on one long, low-value upload, viewers who never return, and a subscriber base with no engagement pattern are all visible in the data YouTube already holds. Purchased watch hours very frequently fail that review, and YouTube’s fake engagement policy provides for strikes and termination on repeated violations rather than a simple reset (YouTube Help, checked 2026-09-11).
The honest alternative is unwelcome but real: the threshold exists to measure whether an audience exists, and there is no product that manufactures one. Shorts, an existing audience on another platform, and the platform’s own advertising products are the routes that do not risk the channel.
