What is actually being excluded?

Mainstream panels openly sell services whose only purpose is to damage a third party. Every row below was found on live, indexed panels during the catalogue survey.

These are tortious in most jurisdictions as well as prohibited by the platforms, and several are aimed at private individuals. They are flagged in the service taxonomy so they can be filtered programmatically rather than by memory.

Why exclude rather than rank down?

Because a scoring penalty is a statement that the thing is acceptable at a discount. A panel that asks for a password is not a worse panel; it is a different kind of operation, and leaving it in the index at position forty would still be recommending it to someone. The same reasoning applies to review-buying: the traffic is small and the liability is not, so it earns no placement at any price.

The lines are stated here as well as in the disclosure page because an editorial rule that only exists in a policy document is not one a reader can hold the site to.
